How the numbers work

For a non-Seychellois buyer the government charges sanction duty of 12 percent of the market value, raised from 11 percent when the moratorium was lifted, plus stamp duty of 5 percent and a processing fee of 1.5 percent, with a non-refundable application fee of SCR 3,000 on filing. Once you own the property there is an annual property tax of 0.5 percent of its value, the non-Seychellois rate that doubled from 0.25 percent in 2024. Foreign purchases are generally limited to property worth at least SCR 10 million with a dwelling, or at least SCR 4,000 per square metre. A Seychellois buyer pays the 5 percent stamp duty and the notary and registration fees, with no sanction duty and no annual non-resident tax.

Can a foreigner buy land in Seychelles in 2026?

Yes. The moratorium on residential land was lifted in 2025. A non-Seychellois can buy privately owned property with government sanction, generally limited to high-end residential or tourism property with a market value of at least SCR 10 million, or at least SCR 4,000 per square metre.

What is the sanction to purchase?

It is the government approval a non-Seychellois must obtain before buying immovable property. The application goes to the Ministry responsible for lands, takes about three months, and the sanction is valid for one year once granted.

How much stamp duty does a Seychellois buyer pay?

A Seychellois buyer pays stamp duty of 5 percent of the value on transfer. Notary and registration fees are on top and vary, so confirm the exact figures with your notary.
